Is a holder of Bachelor of science from Jomo Kenyatta University of Science and Technology and a Masters degree in Business Administration (Strategic Management) from Kenyatta University, KU.
She is a registered Professional Engineer With EBK, and a corporate member of Institution of Engineers of Kenya, IEK.

Eng Jacinta Mwangi has over 25 years’ experience in the Roads Subsector. She has served in various capacities, starting as an Assistant Engineer at the Ministry of Roads and Public works where she rose to Engineer level before transiting to KURA when the Authorities were formed. In KURA, she served in the Planning and Environment Department, as the head of Environment Division. She was later transferred to the Central Region and later to the Lower Eastern Region where she served as Regional Manager/Regional Director.

Lately, she has served the Authority as the head of the Urban Roads and planning Directorate as the head.  Part of her responsibilities were: the implementation of the Nairobi Intelligent Transport Systems project, ITS, as well as the  Bus Rapid Transit, BRT, line 5.  The Designs for the two projects were completed under her watch before transfer.  As the head of the Environment, she oversaw the increased participation of the Authority in Tree growing activities. She is now serving in the Directorate of Policy, Strategy and Compliance at KURA, overseeing the Implementation of the Authority’s Strategic Plan, Performance contracting, Risk Management, Quality Assurance among others. 

Eng Jacinta has served in several task forces, notably among them being the formulation of National Urban Development Policy( 2016),  the National Tolling Policy (Awaiting Cabinet approval)  and currently the National Urban Transport Policy.
Eng Jacinta serves in the Boards of Wote Technical Training institute and Rware High School and has served many others in the past.
